After months of internal pressure to “do something with AI,” a legal department greenlights Copilot. Leadership wants efficiency. Business teams want faster drafting, quicker summaries, and less administrative drag. IT wants guardrails. Records and compliance teams want reassurance that nothing breaks. The pilot launches, early enthusiasm builds, and all-too-common problems surface almost immediately. Users may pull answers from stale or duplicated documents. Sensitive content appears in places that feel broader than expected. SharePoint looks less like a knowledge environment and more like a sprawling archive of inconsistent permissions, duplicate files, and outdated material that no one has reviewed in years. For legal and compliance teams, that disorder can translate directly into discovery risk, regulatory exposure, and unnecessary investigation costs.

This scenario is more typical than most organizations want to admit, but it isn’t inevitable. The real challenge behind enterprise AI rollout isn’t the model; it’s the condition of the environment the model touches. During the recent HaystackID webcast, “Real Benefits, Real Constraints: A Practical Guide to Copilot Rollout,” information governance experts discussed the practical realities of deploying Copilot inside enterprise Microsoft 365 environments. For legal, compliance, information governance, and legal technology teams, that conversation looks different than a standard IT rollout. Copilot can accelerate real work, but it also surfaces the state of an organization’s data estate in ways that are hard to ignore and, handled well, hard to argue with. The challenge is less of a technology problem and more of a governance issue.

“Trustworthy AI sits at the crossroads of AI governance, data governance, and knowledge management,” said expert moderator Steve Barsony, Managing Director, HaystackID. “When those three areas work together, you get AI that’s transparent, reliable, and aligned with your business values rather than operating as a black box.”

The Flight Plan Is Usually the Last Thing Anyone Writes

Most Copilot problems do not start with the model. They start with an ambition that outruns planning. An organization decides it wants to show progress on AI, chooses a broad or ill-defined use case, and launches a pilot before anyone has clarified what success should look like or who owns the outcome. That approach creates activity but doesn’t necessarily translate to traction.

Expert panelist Michael Elkins, Global Advisory Consultant at HaystackID, brought the focus back to the right starting point: “Copilot is not just a technical exercise. Start with a business problem… you’re [likely] deploying [Copilot] to solve a business problem or drive productivity.”

The distinction matters more than it might seem. A business-owned pilot asks sharper questions, like:

  • What process needs improvement?
  • Which users understand the work well enough to test it properly?
  • What outcome would justify broader investment?

These questions sound basic, but they often separate useful pilots from the ones that quietly stall. The reason has less to do with whether Copilot can produce an interesting result and more with whether the surrounding environment can support it at scale.

“You can really curate a sandbox of data and use cases and stakeholders… but the gap between running a pilot and moving it to production is where a lot of folks get stalled,” said expert webcast panelist Dean Gonsowski during the presentation.

Anyone who has worked in discovery, information governance, or legal operations recognizes the problem Gonowski described. A tool that performs well in a narrow, managed environment hasn’t proven much yet. Production introduces the harder questions: whether the data is clean enough, the controls hold up, the results can be trusted, and the organization is prepared to support the behavior the tool encourages.

Pilots work best when they are tied to processes the organization already understands well. Repeatable workflows, such as drafting, summarization, or document review, make it easier to evaluate whether Copilot is actually improving speed or quality. Broad experimentation can generate activity, but it rarely yields clear answers about what the technology accomplishes.

Copilot Didn’t Create the Mess. It Just Turned the Lights On.

Most organizations have accumulated years of content debt without much urgency to address it, whether that’s SharePoint sites growing without clear ownership or Teams and OneDrives full of files that nobody actively manages. The inability of employees to find information on their own has historically merely been an inconvenience. Copilot amplifies the consequences of existing data disorder. While it doesn’t create those weaknesses, it makes them easier to surface and harder to ignore.

“Copilot is going to enhance what you give it. If your data quality is bad, it’s going to show that. If your data quality is great and you’ve got your governance correct, it’s going to emphasize that,” said Elkins.

The tool acts more like an amplifier than a corrective layer, which goes to show why ROT — redundant, obsolete, and trivial information — suddenly matters to people who once treated it as a background issue. Storage costs and search clutter could make ROT a nuisance, but not urgent. With AI, however, stale information becomes more than clutter. It becomes source material. And in investigations or litigation, that same material can dramatically expand the scope, cost, and complexity of review.

Gonsowski described the shift, saying, “If you don’t want your AI results to hallucinate and over-index on certain data types, the cleanup is mission-critical, and I think a lot of people have ignored that because there wasn’t really a sort of compliance risk or other risk associated with having ROT.”

Glenn O’Brien, Senior Manager of Data Governance and Policy Management at RTX, took a more direct take: “AI is going to shine a very bright light into an otherwise dark, dusty corner. It’s going to expose all of your past sins and forgetfulness.”

Data quality is only part of the readiness equation. Access controls determine what Copilot can retrieve in the first place.

Before Getting to Answers, Let’s Talk About Access

Many early concerns about Copilot sound like AI concerns, but they are actually about permissions. Organizations worry that information will appear too broadly, but Copilot often reveals how widely it was already available. A permissive SharePoint environment may have gone unnoticed when users had to dig manually through folders and site structures. Natural-language retrieval changes that experience completely. O’Brien pointed to permissions as one of the first places to look. In his experience, auditing SharePoint exposure early delivers more value than almost anything else in a pilot, largely because site-wide sharing is so common and so often unintentional. People open up access without fully understanding what they’re making available, and nobody goes back to check. That kind of overexposure often grows quietly. People share access freely to keep work moving, and convenience hardens into access patterns that no one reexamines.

The risk ultimately stems from a combination of broad access, weak classification, and users’ assumptions about what they can safely do with what they receive. Sensitivity labels, DLP policies, and content classification do not solve that problem on their own, but they give organizations something to stand behind. Without them, a pilot can prove that Copilot generates results; it cannot prove that the environment is ready for what comes next. In Microsoft 365 environments, these controls are typically implemented through tools such as Microsoft Purview, which allows organizations to apply sensitivity labels, enforce data loss prevention policies, and monitor how enterprise content is accessed and surfaced through Copilot.

Copilot: Where Knowledge Becomes Capability

Once access and protection enter the conversation, the next problem becomes harder to solve because it cuts across ownership, content quality, and trust. An AI tool does not just need data. It needs reliable data, context around that data, and some way to distinguish the approved version from the abandoned one.

For legal technology professionals, this should sound familiar. Every system that depends on retrieval depends on source quality. The difference with Copilot is that it can present an answer that feels polished even when the underlying content is outdated, incomplete, or inconsistent. That makes curation much more important than mere availability. The goal isn’t to make everything available; it’s to identify the content that deserves to be treated as authoritative, pull it into a trusted location, and manage it with the same discipline that knowledge management programs demanded before that work quietly fell out of fashion. That means deciding which repository deserves to answer which question, assigning ownership, and putting review discipline around the content users will rely on.

That work is integral to effective data governance, a function many legal teams bring in too late. Data governance professionals understand lineage, ownership, classification, and stewardship in ways that matter enormously as unstructured content increasingly drives AI output. O’Brien’s advice was simple: “Go find your data governance people.” Many AI deployment conversations still happen without them. Legal, compliance, and Microsoft teams may all be in the room while the people who think most carefully about data structure and ownership are somewhere else entirely.

Elkins added another layer by focusing on the context that Copilot needs to retrieve the right content. Acronyms, data dictionaries, metadata, and taxonomies help the system understand what matters within a specific organization, and distinguish an approved SOP from a draft, an active record from an archived one, and a local procedure from a global standard. Those distinctions are easy to dismiss until someone asks Copilot a high-stakes question and gets an answer grounded in the wrong version. In some organizations, outdated answers carry consequences well beyond inconvenience. A system that retrieves the wrong content quickly does not create efficiency. It creates a confident error.

What Happens in Copilot Doesn’t Stay in Copilot

Legal and compliance teams need to address a crucial misconception early: users often treat Copilot interactions as transient, but the organization cannot afford to do so. Prompts, outputs, and related activity do not sit outside the legal and regulatory record. They form part of it.

“Every prompt that you put in, Copilot is saving all of that information, so it’s discoverable when somebody wants to look at something,” explained Elkins.

That has real implications for user training, compliance planning, and eDiscovery readiness because any enterprise system that generates records tied to business activity needs to be governed like one. Those compliance implications also shape how organizations must approach training and rollout.

The harder problem is cultural. When an interface feels conversational, users lower their guard. They phrase requests casually, test ideas loosely, and assume the interaction disappears once the answer arrives. It doesn’t. Building that understanding into the rollout through policy, training, and clear communication is easier than correcting it after something goes wrong.

Organizations also have Purview monitoring tools and related controls that can surface prompt usage and sensitive data interactions. Whether or not they choose to use them actively, knowing those capabilities exist should shape how governance and oversight get built into the deployment from the start.

Going Beyond the Launch

Even a well-scoped pilot with decent data and solid controls still must contend with human behavior. Copilot changes how people search, draft, summarize, and rely on enterprise content. That means rollout requires clear communication, early education, internal support, and real mechanisms for feedback. Therefore, measuring success matters is equally as important as launching the pilot itself, with organizations often tracking adoption rates, user feedback, and measurable improvements in everyday tasks such as drafting documents, reviewing contracts, or preparing presentations.

Many early disappointments with Copilot don’t come from the platform failing. They come from users approaching it with the wrong expectations and no understanding of how enterprise retrieval differs from public search. Change management also means accepting iteration without mistaking it for failure. Enterprise AI rollout does not move in a straight line. Controls need adjustment. Repositories need cleanup. Use cases need refinement. Some pilots reveal that the real work lies one layer deeper than anyone expected.

O’Brien’s advice was to resist the urge to treat that as a reason to stall: “Don’t be afraid of that shift and learn what didn’t quite happen and move on.”

Elkins compressed the operating rhythm into four words: “Pilot, lather, rinse, repeat.”

Organizations need enough patience to learn, enough discipline to fix what they uncover, and enough resolve to move forward once the foundation can support it.

Copilot readiness is not a technology project with a finish line. It is an ongoing commitment to the environment in which it operates, and most organizations are farther from that condition than they realize when they launch their first pilot.

The gap is rarely about intent. Organizations want to govern their content well. They want clean data, sensible permissions, and reliable source-of-truth repositories. The problem is that years of accumulated debt—sprawling SharePoint environments, inconsistent classifications, permissions handed out and never revisited—don’t resolve themselves because a new tool arrived.
