Position Summary

HaystackID is seeking a Functional Lead to join our team and support a Defense Logistics Agency (DLA) long-term project. This is a remote position contingent on contract award.

This lead position includes the management of eDiscovery in litigation, investigations, and FOIA requests utilizing the Electronic Discovery Reference Model (EDRM) conceptual multi-step framework, which identifies stages to govern, identify, preserve, collect, process, review, analyze, produce, and present Electronically Stored Information (ESI). This functional lead would manage a support service team to administer and maintain associated technology, processes and up to a 10-person team.

This position defines opportunities for new and improved business process solutions. Provides expert analysis and advice on business matters and IT solutions, to program officials and managers. Duties include but are not limited to communicating complex technical requirements to non-technical personnel, carrying out feasibility studies and/or gap analysis, conducting business process reengineering, and forecasting based on industry-best practices. This is a lead or management position.

Clearance Requirements

There is an IT-II Non-Critical Sensitive security clearance or Tier 3 (T3) requirement for this role.

Requirements and Skills

  • Current Project or Program Management from an accredited institution.
  • Bachelor’s degree in a relevant technology field and/or 5+ years of program management experience.
  • Project Management certification (e.g., Project Management Professional (PMP), Scrum Master, or otherwise recognized certification) plus ten (10) years of demonstrated experience with electronically stored information and electronic discovery systems.
  • Five (5) years of leadership experience with progressively increased responsibility in public and/or the private sector within the IT, eDiscovery, and/or consulting fields.
  • One (1) year experience with the Exterro eDiscovery platform to review and analyze data around litigation, investigations, government requests, etc.
  • Expertise in governing information pursuant to industry standards. Broad experience in the preservation of metadata.
  • Demonstrated ability to direct, plan and coordinate multiple project/tasks, including estimating resources, project planning, cost accounting, schedules, risk assessments, critical path method, contract reporting, and problem resolution.

Desired Skills and Certifications

  • Experience responding to ESI requests, coordinating with various stakeholders and resolving ESI requests in an effective and efficient manner.
  • Familiarity with ServiceNow or equivalent systems to process ESI requests, as directed.
  • Experience with data loss prevention (DLP) tools and/or other tools to identify PII data and assist with PII mitigation.
  • Knowledge of governance and storage of Electronically Stored Information (ESI) that is collected or copied from native locations in compliance with federal laws including E-Government Act and Privacy Act.

Education and Experience Preferred

  • Bachelor’s degree in a relevant technology field and/or 5+ years of program management experience.

Level/Salary Range

$115,000 – $145,000
